Cosgrove, of Carney Badley Spellman’s appellate-practice group, wrote an article “Disqualification and Recusal of Federal Appellate Judges.” They outlined that litigants are entitled to a “neutral and detached” judge and every judge must constantly evaluate whether his or her impartiality “might reasonably be questioned.”
